A. Gaviota Coast:
Baron Ranch - Currently owned by County as a buffer for the Tajiguas Landfill. County contemplating sale. TPL attempting to negociate a trail access to the USNF lands north and conservation easements to protect visibility. One house, old and in poor shape on property. Planning Commission has approved sale. TPL is dickering. No new news.
Naples - 2nd attempt at EIR is not yet ready for review. No reliable estimate on ETA. Serious ground water pollution possible. TDR study released by County, Planning Commission continued for study for a month. Fund raising letter going out to County Sierra Club list. Carol Cogan may have more details.
Makar - Proposal for two residences (more to come for western section of the property adjacent to Naples) has been in County for one CBAR review. The lack of a water supply source may make these not possible. No new proposals at this date.
MaCaw House - Illegal clearing has taken place on lot. 2-3 lot consolidation to take place for one 9,000 square foot house. No news. 
Simon House - Single residence; near to and visible from 101. Has been working through CBAR with strong opposition to early schemes, has a new architect and visibility will be reduced significantly by burying it into the hillside. Preliminary approval from CBAR granted.
Ballantyne - Board of Supervisors has required an Environmental Review prior to approval. GCC has strong grounds for suit if approval is given. No news.
Tajiguas Lot X - Still being negotiated by GCC. Close to agreement with house out of sight high on the east side of Tajiguas Creek. New design due early in October then will go to CBAR.
B. Diamond Rock Mine - Cuyamas
Sespe Group has this Ventura County issue covered. No current future dates for County hearings scheduled. Agreements being negotiated regarding expansions of other mines and distribution of increased traffic.
 
C. VENECO Applications
EDC and Fran Farina covering this. See current report.
 
D. USFS Lease for Rifle and Pistol Range
Al Sanders allegedly seeking a lawyer to sue to stop this lease agreement. Chapter proceeding to ask for an Environmental Impact Statement. No news available.
 
E. Williamson Act Revisions: Supervisors accepted flawed EIR late in September and granted changes to Uniform Rules but not as proposed. Compromise got most of what the Coalition wanted but not all. Review of decision by Supes is underway by EDC and Coalition. LP Chapter approved $1,200 for the EDC work on the issue 
 
Agenda Item:
F. Goleta General Plan: Changes proposed to make environmental standards "flexible," reduce developer responsibility for infrastructure, and ESHA designation. 82 amendments under consideration. Citizen review of changes proposed being facilitated by Council at workshops in Sept. and Oct. Process not fully defined yet but staff has indicated they may make proposals to Council for withdrawal of some proposals before beginning EIR process. Citizen participation in workshops good, Housing Element Workshop (Oct. 5, 9-3) and one more Plan Amendment Workshop (Oct. 17, 6-8:30) scheduled in early Oct. (This subject requires delegation to a committee.)
